OK so this is all Steve. He wanted a back porch area. OK no problem but then the step needed to be expanded so that's what's happening here but more importantly lets focus on whats happening above the doors in the middle:

well those are outlets and cable lines so someone can put a TV outside there above the door in the middle - just where the K is in the middle Tyvek. This is so when a certain individual is in the pool he can just sit there to watch TV. No I'm not kidding!! A shout out to Louis Pepe for this grand idea and a thank you in advance for buying the TV - he's so nice!
